Backed by many years of experience serving a wide range of companies, Mr. Touré has acquired a solid expertise in financing and issues related to complex corporate financing. Mr. Touré has been Vice-President of Ressources Québec since January 2017. In this capacity, he is responsible for the Mines, Hydrocarbons and Energies sector. This subsidiary of IQ manages a fund of more than $ 1.5 billion to make equity/debt investments in promising projects in Quebec, Canada.

Employed by Investissement Québec since 1998, Mr. Touré has successively held a number of positions including those of Senior Portfolio Manager and Corporate Financing Coordinator, before joining the Corporation’s management team as Senior Director of Specialized Financing in October 2009. In May 2015, he was promoted to the position of Vice-President of Business Development, Major Accounts, and Vice-President responsible for Ressources Québec, an Investissement Québec subsidiary.

Industry Involvement

In addition, he continues to represent Investissement Québec on several boards of directors:

– Anticosti Hydrocarbons (oil and gas exploration) : president of BOD;
SOQUEM (A Ressources Québec subsidiary, mineral exploration) : president of BOD;

He has also served on the board of directors of:

– SFPPN (railway and port facilities, Sept-Îles, 2016-2017) : president of BOD;
Canadair Québec Capital (Bombardier aircraft financing, 2012-2015);
Technoparc Saint-Laurent (2002-2004).

Community Involvement

Since January 2018, he has also served on the board of Vues d’Afrique, a non-profit organization whose mission is to promote African and Creole culture in Canada. 

– In 2019, he was the president of the CENTRAIDE campaign of IQ.

A member of the Ordre des comptables agréés du Québec (CPA) since 1989, Mr. Touré, who is currently completing a certification in corporate governance, holds a bachelor’s degree in accounting and finance and a master’s degree in business administration (MBA) from HEC Montreal. He has also taken part in an inter-university exchange program with EM Lyon Business School, a graduate school of business located in Lyon, France.

Mr. Touré is known to be a modest and pragmatic person with good strategic sense.
